Julie, the principal of Chinook Change Consultants, brings years of experience in leading and guiding large scale change initiatives in the Federal sector.  Julie brings a depth and breadth of experience in multi-party environmental collaborative problem solving leading to sustainable solutions to intractable environmental and social problems.
As a Organizational Effectiveness Program Manager for the Environmental Protection Agency, Julie provides state of the art collaboration and change process guidance and leadership to all levels of government.  Julie is recognized as a leader in environmental collaboration, strategic planning, change leadership and leadership development in the Federal sector.  Julie brings a strong theoretical background to bear in designing practical collaboration processes that lead to implementable solutions.

Relevant Accomplishments

  • As part of consulting team, designed a collaborative governance structure for restoration of the Klamath River Basin.  The Klamath River Basin Conservation Implementation  established a structure for governing the Basin-wide management  of the complex and dynamic set of stakeholders ranging from Federal agencies with regulatory authorities; farmers and fishermen whose livelihood depends on the health of the River; Tribes with historical and legal rights to the River; and a variety of other stakeholders including the States of California and Oregon, Cities, Counties, energy corporations and other industries.
  • Led a seven year culture change initiative at the Environmental Protection Agency as the EPA shifted from a strict regulatory agency to an organization that strategically employed a variety of regulatory and voluntary approaches to encourage and implement the ever more complex social, economic and technical changes necessary to create sustainable solutions to some of our most intractable environmental problems.
  • Led a team of consultants in designing and facilitating the NW Collaborative Air Strategic Plan, a multi-party real time strategic change summit of over 200 stakeholders with a role in improving air quality in Oregon, Washington, Idaho and Alaska.  This two year initiative involved some of the most innovative leaders in air quality management to collaborate in a new and innovative way to develop a set of key strategic air quality goals to rally their resources and creative solutions in order to make a real difference in the air quality and health of our citizens.
